How do I create my website now that I’ve purchased my domain name?

I have a lot of experience with free web site providers like Geocities and Homestead, but this is my first time with an actual .com domain name. I went online and looked up “free web templates” and found some .css files, but have no clue how to use them. Do I need some sort of web building program? Is there any that I can get for free? Can someone help a first-time REAL website builder?
